Among the important events that took place on September 27, was a visit to the Kuwaiti National Assembly and a symposium entitled "Amendment of the Road Map" with political experts, Dr. Muhammad Al-Faili, Professor of Constitutional Law at Kuwait University, and Professor Asrar Hayat, Secretary of the Kuwaiti National Assembly. Professional Al-Faili provided an insightful description of the historical structure that began with the events of 1921 with important milestones in 1932, 1938 and 1962 leading to the voting system and rules allowing all adult citizens of Kuwait to participate in elections. We understand that the constitution was created for the benefit of all people and not to be used to stop the government from carrying out the process and development and prosperity of the nation. The professional Al-Faili said that the election laws were 2designed to organize the elections process and be transparent.
Prof. Asrar Hayat, secretary of the Transparency Association, said the monitors will make sure that the voting process goes according to the specific rules and regulations set by the authorities. She said voters should vote freely without other factors affecting their choice. In addition, observers are not allowed to interfere with the regulatory process of voting and only report serious violations to the authorities.
Elections are fully monitored from the day they are announced until all votes are counted, and a report will be issued after the election process to show the pros and cons that were identified during the entire election period. The recommendations contained in the report will be transmitted to the legislative and executive branches with appropriate announcement at a press conference. Many of the observations include a better distribution of population, numbers of candidates in provinces, and suppression of funding agendas. A very important recommendation is to give candidates equal time and opportunity to broadcast through the media to avoid an unfair advantage to candidates with greater financial clout. In a final comment, Professor Asrar Hayat said that opinion polls and polls should be accountable and not provide biased results for a particular candidate at the expense of other candidates.
The Kuwait Transparency Society was established in 2006 and has been involved in election monitoring since 2008 and election observers are trained on constituencies in their reporting.
